OVC DREAMS – Tumikia Mtoto Project

We are seeking highly competent and outstanding individuals to fill the following position:

Job Title: Program Coordinator – OVC Service Delivery

Reporting to: Technical Lead – OVC Service Delivery

Work Location: Nairobi / Kiambu

Purpose of position: Provides field level coordination and technical support in the implementation of the Tumikia Mtoto OVC DREAMS Project in Kiambu and Nairobi counties by working closely with Local Implementing Partners (LIPs) for optimal care and support to OVC and their households informed by the PEPFAR guidance and Case Management protocols ensuring that client level results are achieved and documented in line with donor regulations (USAID) and World Vision Kenya policies.

 

Major Responsibilities

Project Coordination, implementation and technical support 45%

Provide effective field level coordination and technical support in planning and implementation of the project ensure achievement of project goals and objectives in a timely and cost-effective manner.

Support in the development and operationalization of Tumikia Mtoto Case Management SOPs and SOW with the LIPs, Communities and OVC households

Operationalize case management at the point of service delivery by ensuring there is a robust capacity building plan for LIPs, Community Cadres and Households

Ensure integration of all components into Case Plans (Healthy, Schooled, Stable, Safe) informed by existing case management programming protocols and tools

Effectively coordinate LIPs to ensure adequate staffing for the various technical areas, distribution of community cadres and household participation in case management

Ensure timely benchmark assessments for children, and their families to inform reporting and graduation of households that meet their benchmarks.

Provide orientation and training to project staff and LIPs of the relevant Child & Adult Safeguarding and Gender Equality and Inclusion (GESI) requirements and ensure that they are fully embedded in implementation in accordance with Standards and Guidelines

In liaison with the capacity building & system strengthening team support the continous assessment of capacity gaps and ensure capacity building activities conducted in accordance with the action plans

Coordinate with other project teams to ensure that the LIPs have the capacity to develop and monitor individual case plans for OVC.

 

Monitoring, Evaluation, Reporting & Learning 30%

Work with the Monitoring Evaluation & Learning (MEL) unit and partners to Improve data management for OVC and their caregivers; ensure availability of case management data tools, timely data entry to CPMIS, DATIM

Support the development of the monitoring and evaluation plan

Work with LIPs to ensure data quality integration of different components within the project

Mentor/work with Local Implementing Partners to provide timely age appropriate and quality services to OVC and their households

Support in the development of capacity building package for community workforce (VCO, CHVs, CMMs)

Work with LIPs to ensure case management documentation and reporting (including tracking and monitoring services provided to OVC on monthly basis)

Work with LIPs to strengthen the use of service directory at the LIP level to ensure OVC access required services.

Support the DCS, AACs and LIPs to use CPIMS to improve data collection and reporting for evidence-based decision making

Support the development of key project documents, including timely annual work plan, periodic and adhoc donor and organization progress reports

Provide technical support & oversight to LIPs to ensure that they submit timely and high quality periodic reports to aid internal reflections that inform identification of emerging priorities, risks and for course re-direction;

Collate and synthesize relevant project information and provide timely feedback.

Regularly check quality of data generated from the LIPs

Collaborate with the MEL team to ensure accuracy and timeliness of reports

Facilitate review of LIP performance and make adjustments based on outcomes of planning and reflections to identify successful approaches and quality gaps.

Work with LIPs to identify best practices, success stories etc. for documentation and learning.

 

Advocacy, Networking & partnerships 20%

Identify specific stakeholders and guide Sub County and Ward engagement; including keeping an updated directory of stakeholders/services in respective Counties

Provide oversight support to LIPs to ensure meaningful engagement and participation in stakeholder forums

Participate in relevant stakeholder forums to ensure visibility of the project.

Support LIPs to coordinate with other service providers in the community for complementarity.

Establish a referral tracking platform for all stakeholders working with vulnerable children

Participate in county and sub county OVC technical working groups and advocacy working groups

 

Other 5%

Perform any other duties as may be assigned by the supervisor or designee from time to time

Attend and lead daily devotions.

 

Knowledge, Skills and Abilities

Bachelor’s degree in Social Science, Education, Social Work, Community development or a related field

At least 6 years’ continuous experience managing community development programs 4 of which should be in coordinating PEPFAR OVC programming or HIV and health programming or adolescent focused

An understanding of Case Management processes for OVC programmes as outlines by PEPFAR and USAID

Experience in participatory action planning and engagement of stakeholders at various levels

Experience in coordinating LIPs and stakeholders.

Experience in capacity building of staff, LIPs, Community Cadres and Households with an understanding of various methodologies for community mobilization, working with groups and individuals to influence change

In-depth understanding of donor expectations for program results, outcomes, impact, and reporting

Knowledge and experience in Child & Adult Safeguarding Issues.

Proficient in Microsoft Office and working knowledge with different computer programs, both computer and web-based

Computer literate
